Towards Cleaner Production - Industry Partnership Programme (IPP)
The INDUSTRY PARTNERSHIP PROGRAM is a programme developed in partnership with the NSW Department of Environment and Conservation incorporating the Environment Protection Authority (EPA). This programme was commenced in 2002 and the BIA was able to gain funding assistance in order to achieve cleaner production for the participating members.
The Industry Partnership Program (IPP) is the material proof of the industrys commitment to the principles of Ecologically Sustainable Development and continuous improvement.
The members group involved in the Industry Partnership Program (IPP), are the Marina Association of NSW, the Shipwright and Boatbuilders Association and the Marine Industry Mechanical Repairers Association. Not all members were able to participate. Schedules sites (LINK to below) were excluded. In the first phase of the programme, the BIA wanted to have around 45-50 sites, incorporating at least 70 types of activities, participate and this has been achieved.
The INDUSTRY PARTNERSHIP PROGRAM includes:
A site audit, undertaken by a team of 3, including 1 independent.
Where necessary, a continuous improvement programme for sites.
Education in the form of a number of workshops.
A report on the state of the environment at boat repair facilities to the EPA.
Assistance to each site in developing a site-specific maintenance schedule
Assistance to each site in developing a site-specific environmental management system (plan)
Completion date for the first phase is mid 2004.

Scheduled Sites
Section 5 of the PROTECTION OF THE ENVIRONMENT OPERATIONS ACT 1997 (PoEO Act 1997), states that certain activities are scheduled activities. In the case of the BIA membership, specified marinas are scheduled activities. These marinas are defined in Schedule 1of the PoEO Act 1997.
Scheduled sites have been excluded from the IPP due to their licencing and associated pollution reduction programmes (PRP). A PRP requires each marina and all its associated activities to agree to a series of action plans and processes, that include plans of management, containment measures for work areas, environmental policies. Once a site achieves its programme fully, it is still licenced in order to monitor its activities.
The BIA supports all these sites in their endeavours to achieve Ecologically Sustainable Development through a process of continuous improvement and some of these sites have become case studies for authorities and the industry in seeking best practice.
